Changes to Pilot Certification and Training

NAFI HEADQUARTERS, OSHKOSH, Wis. — (December 1st, 2009) — Following an extensive review by an experienced group of NAFI member aviation professionals the National Association of Flight Instructors (NAFI) has submitted its comments to an FAA Notice of Proposed Rulemaking that proposed a variety of changes to pilot certification requirements and training procedures.

NAFI’s response to the FAA’s proposed regulatory changes were the result of collaboration among and input from a group of NAFI members representing a variety of flight experiences. The group included a Designated Pilot Examiner, commercial airline pilot, corporate pilot and full time flight instructors. All are experienced flight instructors. The comments provided by NAFI come from the perspective of instruction and safety for flight training.

NAFI’s Executive Director, Jason Blair, indicated that, “NAFI has taken a great deal of care in reviewing the proposals. We understand that the ramifications of these proposals will affect flight training and aviation safety significantly.” Blair went on to say, “while NAFI agrees with many of the proposals that were made, some of them lack the detail needed to fully allow their implementation and others, instead of enhancing safety, actually decrease the level of flight proficiency and experience students will gain through their training activities. We believe the FAA is on the right track, but that further research with regard to a number of the proposals is needed before final rules can be finalized.”
